I, Matt Taylor, am submitting this affidavit to the National Transportation Safety Board (NTSB)
in accordance with 49CFR845.41 as a potential witness to the test and test results reported in my
October 21,1999 letter to Robert E. Scovill JR, the petitioner. I am the author of this letter,
which is attached to the petition submitted to the NTSB by Robert E. Scovill JR dated
April 19,2001.

I performed a test on a Cessna 172RG aircraft, serial number: 172RG0003, that is equipped with Cessna integral wing tanks. I recorded the test results in my letter to Mr. Scovill. I witnessed the
results as stated in my letter to him.
