The following excerpt appeared in AOPA Direct. The date of publication is unknown, but a reference to the topic of the excerpt is made by ASMC in one of its inner office memos that is dated December 19, 1990. AOPA Direct appears to have been an AOPA publication at that time. ASMC in its memo refers to AD 90-23-18, but the AOPA Direct excerpt refers to AD 90-23-16; however, the AOPA Direct excerpt also refers to Rules Docket Number 91-CE-95-AD, which is an ANPRM issued for AD 90-23-18, so AOPA Direct's use of AD 90-23-16 appears to be a misprint.   (SumpThis)

"NEW PIPER FUEL SYSTEM RULE POPOSED BY FAA THE RESULT OF AOPA PETITION

 

The FAA has proposed a new airworthiness directive to supersede AD 90-23-16, which would have required new preflight fuel system drainage procedures for Piper Aztecs and Apaches, plus fuel system modifications on certain Piper PA-23 series airplanes. AOPA petitioned to withdraw the AD because the water-in-fuel problems it addressed were caused by poor filler cap and fuel door maintenance rather than inadequate design. The new proposed AD, based on comments by AOPA and others, omits the fuel system modification, saving owners more than $700 per aircraft, with fleet-wide savings of $3.5 million. New preflight fuel drainage procedures would still be required for PA-23, PA-23-150, and PA-23-160 models without a replacement dual fuel drain. Installation of the new fuel drain will not be mandatory, however.
