Memorandum For the Record

Call from Aviation Consumer that the AOPA had succeeded in getting the FAA to hold in abeyance the AD 90-23-18 on the PA-23 that required the owners to wedge the tanks so that water would run to the outlet in the ground attitude. They asked for my comments and my reply was that this is unacceptable and unconsionable.

Called Doug MacNair of the AOPA 1-800-874-2672 and asked him why the AOPA had done such a thing. He informed me that they had no difference of opinion that a problem existed. However, some repair stations were putting the wedge inside the tanks and they were breaking loose and floating around in the fuel. I replied that it was my impression that the wedges were supposed to go on the outside beneath the bladders. On reading the Piper SB No. 932A he agreed.

He agreed to call the FAA and Aviation Consumer and get this misunderstanding corrected. He further agreed with Jerry and me that the best corrective action is to install a drain in the after inboard corner of each tank, rather than try the wedge installation called for in the AD and SB No. 932A.

He will call me back on his progress.
