Gentlemen:

 

This is in further response to our letter of May 17, 1988 concerning fuel contamination in Piper PA-23 airplanes.

 

On May 31, 1988, a Notice of Proposed Rulemaking (NPRM) was published in the Federal Register (copy enclosed) notifying the public about our desire to issue an Airworthiness Directive (AD) on Piper Service Bulletin (SB) No. 340. We are currently reviewing the comments to the NPRM and anticipate issuing a final rule AD in the near future.

 

Piper is currently developing a kit to install individual line drains on the Apache models similar to those on the Aztec models. Piper plans to add these drains to their SB No. 827 which contains expanded preflight fuel system draining procedures. An NPRM is planned upon receipt of the revised SB No. 827.

 

Piper is still evaluating the possibility of increasing the gascolator catch capacity to trap excess water that may be present in PA-23 fuel systems. This effort is progressing slower than previously anticipated. If installation is not a problem, the Federal Aviation Administration (FAA) plans to issue an NPRM requiring the larger gascolators. If the larger gascolators cannot be installed, the FAA will pursue other corrective action with Piper.

We are continuing our effort to introduce acceptable corrective actions to the fuel contamination problem in PA-23 airplanes. Should you have any questions concerning the status of our progress in this effort, please contact Mr. Bob Alpiser of my staff at 816-426-6934.
