First, our congratulations on your attempt to bring general aviation back to the United States. Without you and your philosophy general aviation would soon consist of a few corporations who could afford professional pilots and pressurized aircraft and a few small light aircraft flying out of clover patches. Our best wishes for your continued success in this effort. |

Second, our current concern. |
|
We have determined that the original PA-23 does not, in fact, meet the criteria under which it was certified. We are not seeking to assess blame nor condemn the aircraft. It certainly was not your doing--or anyone else's in particular. It may have occurred as a result of a minor change on the production line. But, whatever the cause, it should be corrected, and soon. Unless it is corrected, more engine stoppages are inevitable and crashes may occur. Our primary concern is in preventing those accidents. |

We are enclosing a series of letters to and from the FAA in regard to this problem. They are self explanatory. |

If you have an interest in solving this problem without waiting for the FAA to mandate some requirement which may or may not prove to be a reasonable solution, we offer our work to date to you and your company without any limitations…and without charge. |
|
Our video tapes are available for viewing at a time convenient to all of us. That time will require some coordination. Our shop, in Auburn, Washington, is also available for demonstrations of the work we have done….at no cost to Piper. Our only concern in this matter is flight safety and accident prevention. |
