This refers to your October 16, 1987 letter concerning fuel contamination in Piper PA-23 series airplanes. I consider your letter to be offensive and inflammatory, and not conducive to us working together constructively. Nonetheless, the agency and this office remain vitally concerned about this issue, and in fact every safety issue, and our investigation of the PA-23 fuel system is continuing. |

A team of specialists has just been formed to conduct an independent review of all aspects of this issue, including your allegations. This team will be requesting that you meet with them for a full discussion, as a part of that effort. |

Clarification is in order on one point in our September 23, 1987 letter to which you took exception. It was stated (second paragraph, line 10) that the PA-23 fuel system is in literal compliance with the rules. That was a typographical error (as evidenced by an earlier draft of the subject letter), in that the word "not" was omitted, i.e., the sentence should read that the system is not in literal compliance, since small amounts of water can be retained. I regret that omission which confused the issue. |
