This is in response to your open letter of June 11 addressed to both the National Transportation Safety Board and the Federal Aviation Administration concerning certification of Piper Model PA-23 airplanes. |

The Small Airplane Certification Directorate, headquartered in Kansas City, Missouri, has responsibility for all activities concerning small airplanes, including certification. For that reason, I am forwarding your letter to that office for a direct reply to you. |

This is in response to your open letter of June 11, 1987, addressed to both the Chairman, National Transportation Safety Board and the Administrator, Federal Aviation Administration concerning certification of the Piper Model PA-23 airplanes. Your letter and video have been directed to this office by Mr. McSweeny of the Office of Airworthiness in Washington, for review and comment |

To review the original type certification data for the Piper PA-23 Series airplanes and compare that information to the tests conducted by Aviation Safety and Management Consultants will take considerable time. We expect to be in a position to respond by September 23, 1987. |

We appreciate receipt of this test information and look forward to working with you again as we have in the past on similar projects. Please feel free to stop by for a visit with my aircraft certification staff when you are in this area. |
