Dear Mr. Hinson:

I recently discussed a small aircraft safety issue with a constituent and was disturbed with the information that was presented to me. As a small aircraft operator, I urge the Federal Aviation Administration (FAA) to re-examine its position regarding a water-in-the-fuel problem with the Piper PA-23 series airplanes.

I am aware of the various Airworthiness Directives (AD) that have been issued and rescinded regarding this aircraft. I am also aware that the Aircraft Owners and Pilots Association asked its members for comments as well as the Notice of Proposed Rule Making in 1992. I realize that an extensive series of communication has transpired between the FAA and my constituent, Mr. Norman Horton, an Aviation Safety Consultant, who brought this information to my attention.

Setting all this aside, I respectfully request that appropriate representatives from the FAA personally visit a hangar site on Long Island, New York, where the wreckage of a Piper 23 series plane has been stored. By viewing this wreckage in person, I believe a positive resolution to this entire issue will finally be made. I feel that the time and money involved to make this visit is insignificant when compared to the number of lawsuits and accompanying costs that have been or will be incurred because of this problem.

Please direct any questions or correspondence regarding this request to my Medford district office. I hope that the FAA will consider its role in preventing as well as correcting faults when acting on my request.

Very truly yours,

ROBERT F. (BOB) SMITH
