Dear Mr. Horton and Mr. Wells:

This letter is in response to your letter of March 25, 1994, which was forwarded to our Administrator, Mr. Hinson, on March 27. Your letter was pertaining to the allegation of a design defect in the PA-23 model series airplanes that allows water to collect in the aft inboard corner of each tank that cannot be detected or eliminated.

At your invitation, I have asked the Atlanta Aircraft Certification Office (ACO) to arrange for a visit to your facility to view the fuel system mock up. Due to the fact that the fuel system mock-up is located in the Seattle area, the Atlanta ACO will coordinate with the Transport Airplane Directorate in Seattle, as to the most efficient way to have a FAA representative on site. As soon as the details to the visit can be finalized, the Atlanta ACO will coordinate with your office for the time and location.

Should you have any questions, or wish to discuss any of the details of the visit, please contact Mr. Paul Sconyers, Assistant Manager, Atlanta ACO at (404) 991-6121.

We again express our appreciation for your continued interest in aviation safety, and hope we can bring this issue to a close in the near future.

Sincerely,

Henry A. Armstrong
